Job Purpose
Provide leadership in human resource function including recruitment & selection, placement, retention, training and development, performance management, discipline, administration of staff welfare and separation, and records management.

Managerial / Supervisory Responsibilities

  1. Lead in formulation, and implementation of human resource policies, guidelines and regulations and analyzing their impact on staff;
  2. Steer development of human resource management plans to ensure effective succession management; 
  3. Lead in monitoring the implementation of performance management systems; analyzing the staffing levels in KR and recommending proposals for succession planning and proper deployment; 
  4. Lead in development of the business strategy in relation to talent resourcing and development. 
  5. Oversee development and implementation of talent management and development policies, to attract, nurture and retain talent. 
  6. Guide in development and implementation of robust succession & leadership development programs for organizational readiness for growth and supply of a talent pool. 
  7. Oversee all employment practices, compensation, employee benefits including retirement, and human resources programs to ensure they are within established standards, procedures, guidelines, and policies of the Corporation and local labour laws;
  8. Lead in human resource planning, recruitment and selection process in liaison with the department and Divisional heads to ensure that the corporation attracts, recruits and retain skilled and qualified employees;
  9. Provide leadership in matters relating to industrial relations through well managed staff welfare Boards, a healthy and safe working environment, effective management of disciplinary and grievance issues, and effective communication processes; 
  10. Provide leadership in resolution of employee grievances and disciplinary cases, recommending appropriate action to resolve grievances as well as assisting employees to find satisfactory solutions to personal problems through counselling services;
  11. Oversee implementation of an effective human resource management information system for monitoring, tracking and evaluating employee activities including staff training, performance management and welfare programs;
  12. Oversee implementation of staff medical scheme, WIBA, GLA and GPA, gratuity, pension and other staff welfare issues;
  13. Advise Management on appropriate organizational structures, business processes and change management to maximize on organizational effectiveness.
  14. Lead in the execution of risk management policy and strategies that ensure the division has a robust system and processes of accountability, risk management, internal controls, business continuity and succession management;
  15. Provide leadership to ensure continuous improvement of business processes and controls in the division and develop mechanisms for corporate consultations, increase public participation and involvement in corporation’s policies and programs;
  16. Foster a corporate culture that promotes ethical practices and good citizenship within the division;
  17. Oversee implementation of principles of Corporate Governance, relevant national policies, guidelines, and directives within the Division;
  18. Oversee development, implementation and review of corruption prevention and mitigation strategies in the division;
  19. Oversee implementation of a robust performance management system within the division through providing oversight of the delivery of the annual performance contract and the strategic plan; and
  20. Provide leadership in the Division through supervision, coaching, mentoring, training and development of the departmental staff to ensure an effective and motivated team. 
II.   Operational Responsibilities / Tasks
  1. Oversee the development and maintenance of an up-to-date human resource database;  
  2. Oversee preparation of Board papers relating to human resource for deliberation and decision making; 
  3. Provide secretarial services to Human Resource Advisory Committee; 
  4. Spearhead staff induction and on-the-job orientation programs aimed at providing new staff with relevant information about the technical and social aspects of their work;
  5. Promote cordial employee relations, values and work ethics in the Corporation;
  6. Coordinate internship and attachment programs as per the policies and procedures;
  7. Coordinate the development and submission of statutory and periodic reports to various government agencies;
  8. Spearhead the preparation and submission of periodic reports in the division.
  9. Implement Board decisions on matters relating to the human resources in the Corporation;
  10. Implement various government Circulars relating to human resource in the Corporation;
  11. Oversee effective management of the payroll;
  12. Appraise the direct reports.

Job Dimensions: 

I.   Financial Responsibility 
  1. Oversee preparation of the division’s budget and expenditure.
  2. Oversee preparation of Department’s annual procurement and assets disposal plan.
  3. Division’s Resource mobilization.
II.   Responsibility for Physical Assets

Responsible for physical assets i.e., office space, ICT equipment, cabinets, furniture, and Equipment.

The role is performed in an office setting at the Corporation’s Headquarters with regular field assignments locally, regionally, and internationally. 

Job Competencies (Knowledge, Experience and Attributes / Skills). 

Academic qualifications 
i. Master’s Degree in any of the following disciplines: – Human Resource Management /Development/ Planning, Public Administration, Business Administration, Political Science/ Government, or equivalent qualification from a recognized institution;
 
ii. Bachelor’s Degree in any of the following disciplines: – Human Resource Management/ Development/ Planning, Public Administration, Business Administration, Political Science/ Government, or equivalent qualification from a recognized institution.
 
Professional Qualifications / Membership to professional bodies
  1. Must be a certified Human Resource Professional (CHRP) (K) by the Human Resource Management Professional Examination Board (HRMPEB).
  2. Leadership course lasting not less than four (4) weeks from a recognized institution will be an added advantage;
  3. Must be a membership of the Institute of Human Resource Management (IHRM) 
  4. Must have a valid Human Resource Practicing Certificate from IHRM
  5. Computer proficiency 
Previous relevant work experience required.
Have ten (10) years relevant experience with at least Five (5) years served in the management position
