Prior to his appointment as a General Manager, Eng. Tobias was the Railway Development Manager at Kenya Railways. He previously worked on roads, water supply and sanitation systems, housing and ports in the private sector in Kenya, Uganda, Tanzania, Ethiopia and the Middle East. He is a registered professional Civil Engineer with 24 years’ experience in the design, construction, management and maintenance of highways, water supply systems, railways, ports as well as project administration and management.

He holds a Bachelors’ Degree in Civil Engineering from the University of Nairobi and is a Certified International Project Manager by the International Academy of Business and Financial Management (IABM). He is also an Advanced Senior Project Manager by the International Institute of Executive Training (IIET). He holds a Diploma Certificate in Railway Construction, Operations and Maintenance from the University of Beijing Jiao Tong University (BJTU)- China (2016). He holds a Diploma Certificate in Transport Planning and Rail Safety from Galilee International Management Institute (GIMI)- Israel (2016).
