Kenya and Uganda Sign SGR Operations Pact

The Government of the Republic of Kenya and the Government of the Republic of Uganda recently signed an agreement for joint operations of the Mombasa to Kampala Standard Gauge Railway (SGR) line. The agreement sets out to establish a framework under which the parties shall implement the provisions of the SGR Protocol and the directive of the 13th Northern Corridor Integration Projects Summit to undertake joint operations with the aim of achieving seamless operations in line with the laws of Kenya and Uganda.

The agreement covers freight and passenger railway management, operation, maintenance and related matters of the Mombasa – Kampala SGR section.  This will mean that Kenya and Uganda engage the same operator for the joint and seamless operations; and also both countries will permit locomotives and rolling free access into each other territories.

Hon. Minister of Works, Eng Monica Azuba Ntege signed on behalf of the government of the Republic of Uganda while her counterpart, Cabinet Secretary for Transport, Infrastructure, Housing and Urban Development Mr. James Macharia signed on behalf of the government of the Republic of Kenya.

The heads of the republics of Kenya, Rwanda, Uganda and South Sudan had signed and ratified the SGR Protocol for the development and operation of the Standard Gauge Railway line within the framework of the Northern Corridor Integration Projects (NCIP). At the 13th Summit held on April 23, 2016 at Munyonyo in Kampala it was resolved that the contractors for the Mombasa – Kampala section undertake operations on the SGR line on the section between Mombasa and Kampala as the two countries build local capacity in order to take over operations fully.

The civil works for the Mombasa to Nairobi section of the SGR project in Kenya is substantially completed and the railway line is due for commissioning in June 2017 whereas Uganda has entered into an EPC/Turnkey Commercial contract with China Harbour Engineering Construction Ltd (CHEC) for the development of the SGR Eastern route section from Malaba to Kampala.
